* Regrouping Update : 11 Nov, 2022 10:36 Russian Defence Ministry issues update on Kherson withdrawal - Redeployment across the Dnieper River was completed on Friday morning, with no loss of life or equipment, officials outlined.

Russian forces have completed the their redeployment to the left bank of the River Dnieper in Kherson Region, the Defence Ministry has said. The manoeuvre was completed early Friday morning, according to a statement.

The ministry denied reports that military hardware was abandoned during the process, or that Moscow suffered casualties during the withdrawal

“Russian units have taken the prepared defensive lines and positions,” the ministry said. “No loss of personnel, weapons, vehicles, or materiel of the Russian forces was allowed. All civilians who wished to leave the right bank of Kherson Region were provided with assistance.”

The statement claimed that Ukrainian troops tried to disrupt the movement of civilians across the river with artillery fire, but failed to do so. Russia intercepted 28 rockets fired by HIMARS launchers and diverted five others through electronic countermeasures, it said.

Russian artillery and aircraft deterred Ukrainian units from closing the gap with the river, the military added. They were stopped at least 30km from the river crossings, according to the statement.

Defence Minister Sergey Shoigu ordered the troops to move across the river on Wednesday morning. He said the step was taken to avoid unnecessary deaths of the soldiers and to take up a stronger defensive position.

The decision, which was described as “difficult” by military officials, left the provincial capital, Kherson, exposed to capture by Kiev’s forces. The regional authorities have urged residents of the city for weeks to leave and go to safe places to the east.

Russia incorporated Kherson Region last month, after the people voted in a referendum to break away from Ukraine and join Russia. Kiev called the vote a “sham” and pledged to keep fighting until all land that it considers to be rightfully Ukrainian is taken.

The region’s legal status remains unchanged, says Dmitry Peskov as Russian forces redeploy across the Dnieper River

The withdrawal of Russian forces from Kherson doesn't effect the legal status of the region, Moscow insisted on Friday, as it was officially incorporated into Russia last month after a public referendum.

Speaking to journalists, Kremlin Spokesman Dmitry Peskov stated that “Kherson Region remains part of the Russian Federation, and this status is legally fixed and defined, and there can be no changes to this status.”

His comments come after the Defence Ministry announced that Russian forces had completed their redeployment to the left bank of the Dnieper River on Friday without suffering any loss of personnel, weapons, or vehicles.

The ministry also noted that all residents who wished to leave were also provided with assistance and safely made it across the river despite attempts by Kiev’s forces to disrupt the movement of civilians with artillery fire.

Earlier this week, Defence Minister Sergey Shoigu ordered Russian forces to withdraw from the provincial capital of Kherson in order to avoid unnecessary deaths and to take up a stronger defensive position. The decision, which was described as “difficult” by military officials, has left the city exposed to capture by Kiev’s troops.

Kherson Region officially became a part of Russia last month, together with the Donetsk and Lugansk People’s Republics as well as Zaporozhye Region after a referendum. Kiev called the vote a “sham” and has pledged to keep fighting until all land that it considers to be rightfully Ukrainian is taken.

Putin won’t address G20 summit – Kremlin

The Russian president’s spokesman, Dmitry Peskov, said the same is true for the upcoming Asia-Pacific Economic Cooperation summit

Russian President Vladimir Putin will not join the upcoming G20 summit via video link or send a pre-recorded message, Kremlin spokesperson Dmitry Peskov has announced. The official also revealed that Putin had earlier personally made the decision not to attend the meeting because of the “need to stay” in Russia.

When asked by journalists on Friday whether the Russian head of state would extend his greetings to the leaders gathering in Indonesia’s Bali virtually, Peskov said: “No, [this is] not planned.”

He also confirmed that Putin will not participate in the Asia-Pacific Economic Cooperation summit that kicks off in Thailand’s capital, Bangkok, next Friday.

Commenting on the reasons why the Russian president will not be traveling to the G20 gathering, the Kremlin spokesperson clarified that Putin had personally made the decision “[which is] connected with his schedule” and the “need to stay in the Russian Federation.”

On Thursday, Peskov had told reporters that the Russian head of state would not attend the meeting of world leaders in Bali in person. The Russian delegation will be headed by Foreign Minister Sergey Lavrov instead, he added.

Despite having come under pressure by the US and several other nations to block Putin from attending the summit, Jakarta did issue an invitation to the Russian president.

Western officials insist that Russia should be isolated diplomatically in response to its ongoing operation in Ukraine.

According to media reports, the White House had previously been making special arrangements to ensure that President Biden did not cross paths with his Russian counterpart, should the latter attend the meeting.

Meanwhile, Ukrainian President Vladimir Zelensky is expected to take part in the gathering via video link even though his country is not a member of the organization.
